NOTICE OF BOND ELECTION
UNIFIED SCHOOL DISTRICT NO. 107,
JEWELL COUNTY, KANSAS (ROCK HILLS)
The Board of Education of Unified School District No. 107, Jewell County, Kansas (Rock Hills) (the “District”), has heretofore, pursuant to resolution duly adopted, declared it advisable to make and finance certain improvements to District facilities pursuant to the provisions of K.S.A. 10 101 et seq., K.S.A. 25 2018(f), and K.S.A. 72 5457. Notice is hereby given to the qualified electors of the District that a bond election has been called and will be held on March 3, 2026, for the purpose of submitting to the qualified electors of the District the following propositions:
Proposition No. 1:
Shall the following be adopted?
Shall Unified School District No. 107, Jewell County, Kansas (Rock Hills) (the “District”) be authorized to issue general obligation bonds in an amount not to exceed $5,670,000, to pay the costs to: (a) construct, furnish, and equip improvements and renovations to the Junior/Senior High School facilities, including HVAC improvements; (b) make all other necessary improvements appurtenant thereto (the “Project”); and (c) pay costs of issuance and interest on the Bonds during construction of the Project, all pursuant to the provisions of K.S.A. 10 101 et seq., K.S.A. 25-2018(f), and K.S.A. 72 5457?

Early voting is available at the Jewell County Election Office location at 307 N Commercial St. Mankato, Kansas 66956, Suite 5 during regular business hours, beginning February 11, 2026. Early voting will end at Noon on March 2, 2026
The election will be conducted by the officers and/or persons provided by law for holding elections, and the method of voting will be by ballot. Registered voters are eligible to vote by advance voting ballot upon application to the County Clerk at the address set forth below pursuant to K.S.A. 25 1117 et seq.
ADDITIONAL INFORMATION
The following additional information is provided by the District with respect to compliance with the provisions of K.S.A. 10-120a and K.S.A. 12-6,122. This information has been obtained from sources deemed reliable by the District. Certain portions of this information are based upon projections. No assurances can be given that these projections will be accurate as of the date of issuance of the Bonds due to changing market conditions, any changes in assessed valuation of the District, changes in the amount of state financial aid received by the District and other matters unknown or unavailable at this time. The projected rates of property taxation to be used to pay the principal of and interest on the Bonds are based upon the current assessed valuation of the District, the assumed principal repayment schedule and the average interest rates from recent bond issues for similar types of financings, all as shown below.

As required by K.S.A. 25-3009, a post-election audit of ballots cast in 1% of precincts in Jewell County Kansas will begin at 2:00 p.m. on Wednesday March 4th, 2026, in the Jewell County Commissioner’s Room, Jewell County Courthouse. We will audit no less than one precinct and one contested race for this USD 107 School Bond Election. The precincts and races to be audited will be selected at random. When the audit has been completed, the audit results are used by the county board of canvassers when certifying the official election results.

The Jewell County Board of County Commissioners will meet on March 9th, 2026, as the Board of County Canvassers to certify the results of the March 3rd, 2026, USD 107 School Bond Election. The Board of Canvassers will meet in the County Commissioner’s office, and the official canvass will begin at 8:00 a.m.

In compliance with the provisions of KSA 25-4411, there will be a test of the ES&S Express Vote Terminal touch screens and the DS200 Digital Scanner used by Jewell County Chief Election Officer to assist in counting the votes of the USD 107 School Bond Election held on March 3rd, 2026. This test is open to the public. It will begin at 9:30 a.m. on February 25, 2026, in the Courthouse meeting room, 307 N Commercial, Mankato KS.

In compliance with the provisions of K.S.A. 25-2310, notice is hereby given that the books for registration of voters will be open at the Jewell County Clerk’s Office, 307 N Commercial, Mankato, Kansas, during regular working hours of the Courthouse offices.
At 4:30 p.m. on the 10th day of February 2026 all registration books for the general election will close at the end of regular business hours. Registration books will remain closed until the 4th day of March 2026.
A citizen of the United States who is 18 years of age or older or will have attained the age of 18 years at the next election, must register before he or she can vote.
Any person may apply in person or by mail to the County Election Officer to be registered. Application forms shall be provided by the County Election Officer upon request by the applicant. Each application shall be signed by the applicant under penalty of perjury.
When a registered voter fails to vote in two consecutive general elections, such voter’s name may be removed from the registration books and party affiliation lists. Such voter may re-register to be eligible to vote.
